Press Release of the Hellenic Parliament 

“The Parliament proves that institutions can combine the weight of their history with the boldness of innovation.” This was underlined by the President of the Hellenic Parliament, Mr. Nikitas Kaklamanis, in his address at the establishment of the Monitoring and Coordination Committee for the implementation of the Memorandum of Cooperation between the Parliament and the Ministry of Digital Governance & Artificial Intelligence, in the presence of the competent Minister, Mr. Dimitris Papastergiou.

With this important Memorandum of Cooperation, signed on May 30, 2025, the digital transformation of the Parliament is accelerated through applications of Artificial Intelligence, and the Hellenic Parliament becomes the first public entity to support the Artificial Intelligence Factory “PHAROS”, by providing its archive and its daily output for the development of a Greek language model.

The Parliament in the digital age – Immediate access by citizens to legislative work

Importantly, upon completion of the Parliament’s digital transition, all citizens will have easy and direct targeted access to the search of legislative work, parliamentary control, speeches and interventions, as well as to the proceedings of the Plenary and the Committees.

The Memorandum of Cooperation focuses on four pillars:

  • The processing, analysis, and automatic documentation of parliamentary material
  • The promotion of the cultural heritage of the Parliament’s Library
  • The development of an intelligent digital assistant to answer citizens’ questions in natural language
  • The improvement of time-consuming administrative processes of the Parliament through their automation

In particular, regarding the access to parliamentary material, there will be the possibility to search for speakers, rapporteurs, and thematic terms in the entire Parliamentary Archive from 1844 to the present. Until now, the search has been carried out manually through the detailed reading of proceedings. Moreover, through Artificial Intelligence, the automatic segmentation of recorded speeches will be possible.

Members of the Monitoring and Coordination Committee

The Committee is chaired by Dimosthenis N. Asimakopoulos, Professor Emeritus of Environmental Physics and former Rector of the National and Kapodistrian University of Athens.

The Committee also includes:

  • Andreas Boudouvis, former Rector of the National Technical University of Athens, Professor at the School of Chemical Engineering
  • Efstathios Efstathopoulos, Vice-Rector of NKUA and President of the Special Account for Research Funding (ELKE) NKUA
  • Maria Kamilaki, PhD in Linguistics at NKUA, Deputy Head of the Directorate General for Electronic Administration, Library and Publications of the Hellenic Parliament
  • Kyriaki Perrou, legal advisor at the Legal Support Department of the Hellenic Parliament’s Scientific Service
  • Athanasios Kosmopoulos, Data Protection Officer at the Ministry of Digital Governance and Artificial Intelligence
  • Stefanos Kollias, Professor Emeritus at NTUA, Chairman of GRNET S.A.
  • Panagiotis Louridas, Professor at the Department of Management Science and Technology of the Athens University of Economics and Business
  • Vasileios–Michail Karkatzounis, Special Secretary for Artificial Intelligence and Data Governance, Hellenic Ministry of Digital Governance and Artificial Intelligence

Also present at yesterday’s establishment of the Monitoring and Coordination Committee were the Secretary General of the Hellenic Parliament, Mr. Vasileios Bagiokos, as well as officials of the Parliament’s Services who are working intensively for the implementation of the project.
